Try the gangwars mod. Ballas gets san fierro and the Vagos get Los Venturas

Really miss the gang wars mode and territory management. Wish they had it in the newer games. San Andreas had a lot of innovative stuff that they should being back. Heck, even the food/weight/strength management could be brought back with different dialogs options or attributes effects .

This reminds me of Saint Rows games. You can take rival gangs territory and just make their territory into your gangs territory. In your territory you will even see your gang protecting it. Saint Rows is such a great game. I wish Grand Theft Auto had this feature to where you can take rival gangs territory
