no , u can participate in counselling and even see your 1st round result and leave the counselling for free , u don't need to join iiser if u register for the counselling ,but if u want to enter 2nd round or take the iiser allotted by counselling in 1st round u'll have to pay the fees amount , best of luck for iat counselling 👍👍
