Those drums sound like 24 hour experience

I did some more looking around... ike 80% sure it's by Jeremy Sylvester under one of his many aliases. Listen to Freak Dafunk - Caress Moi, and M.F Project - La French Connection, both tracks use this exact French vocal sample and are both by him. I haven't been able to find this track though...

I wish I knew what this was. I've heard it before but no idea where. Could you say where or when this clip was pulled from? Would be easier if a date, location or DJ was given.
