Uganda election: President Museveni says opposition are agents of ‘foreign interests’

Uganda's police chief has said the country has space in its prisons to cope with any spike in arrests during next week's presidential elections. (Subscribe: bit.ly/C4_News_Subscribe)
The warning comes during a campaign, marked by deadly violence and the arrest of several opposition candidates for holding rallies in breach of Covid restrictions.
We are in the capital Kampala and have been talking to the country's president.

    @@southsudani983 Uganda had 5 well functioning kingdoms. IF you're Ugandan you well know that. M7 made sure to destroy every kingdom. The recent to be totally crashed is Rwenzululu kingdom where he massacred nearly everyone in their lubiri. Look where Buganda is today. A king hold hostage and replaced by the Rwandan Mayiga, all the Buganda kingdom land is stolen by M7s family, all banmbejja are living like they are in prison. If you can't see that. Then go back to Rwanda.

    I'm a kenyan But i have interacted with so many ugandans nationals here in Nairobi and how they narrate story of their country leadership, i just feel sorry for them.....Museveni is just a scam to freedom . in this interview is just accusing other countries and not answering any question.

    The problem with Africa is that we haven't established strong institutions and the rule of law. We still believe that individual leaders can positively effect the trajectory of the Nation in the absence of strong, independent institutions. Prior to assuming power, Museveni condemned African leaders for clinging to power for decades. He will now 'rule' for at least 40 years. This is precisely why I don't trust the notion that 'electing' candidates can resolve the issue. African Nations should remove elections for candidates at all levels of government and replace it with sortition.This is essentially jury-duty applied to politics and would greatly reduce the prospects of sinister State takeover, nepotism, kleptocracy and corruption. The sortition criteria should require as a minimum a high school diploma or a trades qualification -- and this would truly be representative; it would also require a comprehensive education and training program over a period of 2 years. The education and training program would cover units on constitutional law, human rights, separation of powers, economics, budgets and economic history. This is why we can't continue with concentrated powers. African cultures are the most susceptible to [incompetent] authoritarianism and dictatorship and are in need of philosophical, political, economic, institutional and cultural reforms. Executive power is highly concentrated in Africa, so the office of the Presidency should be scrapped and replace with an Executive Council of at least 5 members -- just like Switzerland's 7 person Executive council; this Executive Council should make decisions on consensus -- hence the odd number. These Executive members would serve for 5 years. Elections would still take place but they would be for platforms and policies instead of politicians and personalities. This system would require a parliamentary ombudsman in order to ensure that sortition representatives vote the way their constituents require them to. Detailed policy mandate certificates should be the basis on which representatives are to vote. This system would remove career politicians and political parties from parliament altogether. The militaries should be divided into at least 4 branches and there should be more than one ground fighting force in order to remove the prospects of military coups. Each branch should be headed by a civilian. Sorry for the wall of text.

    There are certain things that a Nation should NEVER compromise on and these non-negotiables should be enshrined in every African constitution. Non-African militaries should be prohibited from stationing their troops on African soil. Our natural resources should be Nationalised; our utilities should also be public; ports, telecommunications, farmland, the energy grid, airlines and even banks should all be public. This would all require an act of parliament, so the enterprises would be statutory corporations. These statutory companies would not be directly operated by the Government, however, they would have to abide by a State Charter and be subject to Government oversight and accountability. Borrowing money in foreign denominated currency should be illegal; most of this money is sequestered by corrupt State officials and only serves to place the Nation in debt and slavery. Our education systems should teach every student how Africa was colonised and how best to avoid this from taking place again. Regional and continental integration is essential.

    My friend President Lee Kuan Yew was old but did the modern in Singapore. DRC with all the resources lacks skilled people because the majority were lured into music by imperialistic machinations.     You're absolutely right. Museveni definitely exhibits all the signs of unhealed childhood trauma. He was traumatised as a child. From his recently discovered background and early life, he immigrated to Uganda with his mother as refugees from Rwanda after they were both abandoned by his father. When they arrived in Uganda, his mother remarried and he adopted his stepdad's name 'Kaguta.' This could partly explain why he has never even really bothered to develop the local town in which he grew up in Uganda. It's all about all hoarding as much wealth as he could for himself and his family and never really cared about his immediate community for that deep-rooted fear that he might lose it all.

    The problem with Africa is that we haven't established strong institutions and the rule of law. We still believe that individual leaders can positively effect the trajectory of the Nation in the absence of strong, independent, Sovereignty affirming institutions. Prior to assuming power, Museveni condemned African leaders for clinging to power for decades. He will now 'rule' for at least 40 years. This is precisely why I don't trust the notion that 'electing' candidates can resolve the issue. African Nations should remove elections for candidates at all levels of government and replace it with sortition.This is essentially jury-duty applied to politics and would greatly reduce the prospects of sinister State takeover, nepotism, kleptocracy and corruption. The sortition criteria should require as a minimum a high school diploma or a trades qualification -- and this would truly be representative; it would also require a comprehensive education and training program over a period of 2 years. The education and training program would cover units on constitutional law, human rights, separation of powers, economics, budgets and economic history. This is why we can't continue with concentrated powers. African cultures are the most susceptible to [incompetent] authoritarianism and dictatorship and are in need of philosophical, political, economic, institutional and cultural reforms. Executive power is highly concentrated in Africa, so the office of the Presidency should be scrapped and replaced with an Executive Council of at least 5 members -- just like Switzerland's 7 person Executive council; this Executive Council should make decisions on consensus -- hence the odd number. These Executive members would serve for 5 years. Elections would still take place but they would be for platforms and policies instead of politicians and personalities. This system would require a parliamentary ombudsman in order to ensure that sortition representatives vote the way their constituents require them to. Detailed policy mandate certificates should be the basis on which representatives are to vote. This system would remove career politicians and political parties from parliament altogether. The militaries should be divided into at least 4 branches and there should be more than one ground fighting force in order to remove the prospects of military coups. Each branch should be headed by a civilian. Sorry for the wall of text.

    The Western press, most non-Ugandans and a pocket of divergently minded nationals tend to advance the thinking that Mr. MUSEVENI is the problem here. Well this notion is very far removed from the truth. Every country is characterised by a unique set of historical circumstances that inform its path in the present and future irrespective of the expectations and sentiments of external forces. I am an ordinary Ugandan and like other Ugandans who recently overwhelmingly voted to have Mr. Museveni back into power, we still think that he is the best thing that has happened to Uganda since independence and it's our plea that external forces, friends and partners respect our choice. Mr. MUSEVENI has transformed Uganda from scratch and as Ugandans, we still wish to tap into his talents, experience, intellect and political acumen. WE LOVE OUR PRESIDENT. Change for the sake of change to appease foreign interests or to fit within certain global governance structures will be counterproductive (if not fatal as in the case of Libya) for most of us local Ugandans who form the bulk of the population. To productively appreciate Uganda's present, the interviewing journalist should have first studied where Uganda is coming from.
