He told beforehand he wanted to lose some muscle to avoid gassing out because he would not be suprised if the fight goes 5 rounds so that's why he looks smaller i think. It might have seemed like he underestimated usman but woodley always studies his opponents extremely wel.

Burak Balıkçı if it’s a title fight you have to make the exact weight or under. If it’s just a normal fight they allow them to go a little higher.

If it's a non-title fight, you can weigh in at 1 lbs above the limit, but no more than that. Example: 136 works for the bantamweight division but 136.5 would not.
