"Cleaned" has too many meanings. There is polished and dipped and conserved. Polishing is the value killer. Dipped can remove the patina of age, aka tarnish and conserved removes dirt and contaminates like PVC. The latter two may not lower the coins value and generally will improve eye appeal. The former is the best way to remove numismatic value.
