Yes, the arch isn't required to be walked through. It is a softening up exercise for when it is required. The sheep will willingly go through.

The police were relying on the psychology of the situation to get passengers to pass through the arch. From the way they were standing there in numbers making anyone that didn't want to go through the arch have to ask them to move out the way. They knew they were being cheeky because there's no legal obligation to walk through the arch.

And they wonder why they are in special measures.

Everyone was setting it off so they will use it to select individuals they want to search without grounds using it as an excuse. If you won’t go through they’ll use that as grounds to search as suspicion you are carrying a weapon. UK moves further into a police state. The inspector is being passive aggressive, sarcastic and full of contempt for the public. I'm sorry I'm not shocked by this behaviour but I am afraid for public safety. I was raised to respect the police being of a certain age. I can assure you I've schooled my grandchildren especially my granddaughters to not trust the police because I fear for them.
