The one who arranged this song was michel "lindgren" shulz. He also arranged ICSM, and the vocal track you're hearing is "li-li-lindgren". Moonshine also did this in Shot Clock.

Actually I Cant Stop Me was actually supposed to be named 51%. The meaning is that that crossed the halfway point already, (51% out of 100%) so there's no turning back. They already started preparing ICSM under the name 51% which is why Tzuyu wrote 51% on her photocard. But then they changed the name cause they thought the meaning is too complicated lol.
