I'm pretty sure that you can take a couple of basketballs to a custom clothing Tailoring shop and then give them your shoes with the basketball shoes and a full review of this video on how to build the shoe from beginning to end and as long as the shoe is new and the brand isn't a completely copyright ©️ or reserved ® shoe brand then the Tailor can build a custom pair of shoes like these...

I've been hand sewing 1 of 1 pieces forever and still make sales for pretty high custom order prices. Just enjoying it for the art rather than planning on an outcome will take you there faster.
