It used to be hanna equipment but now they were replaced by McNeal but the dryer is still there

Yes there a soft cloth with there own dryers to keep them dry to help remove what water is left after the dry cycle to prevent water spots on paint and windows

The person in the car must not of paid for the top wash usually they will come on if the wash package that it's for is chosen to help remove most of the water that's left after the dry cycle to prevent water spots on the car

That equipment is Motor City Wash Works' Dry n' Shine. Not to be confused with a Sonny's or Broadway buff & dry or buff & shine.
