Honestly, no one knew how bad it was. Trump thought it was mostly stupid people he was facing. We knew they'd built up a little bureaucracy for themselves, but no one really appreciated how much control they had over the DOJ, FBI, CIA, EPA, etc. It's much less stressful knowing who your enemies are.
