If she'd had a camera to record who put the letter in her mail-box she could report them for a Federal crime. To my knowledge it is still a crime to go into someone else's mail-box. I'd demand they be prosecuted.

@Thomas Rogers To my knowledge, it's a Federal crime to even open someone else's mail-box. There may be some interpretation of that, allowing for intent, but I believe it's still a crime.

You may have gone to the store and purchased that mailbox, but once it's installed and in use, it becomes property of the US Post Office.
