If the sun was shining hot on the wall he would be in a lot of trouble.. because he's working too slow and he's not applying the material properly.. there will be a lot of join on the wall when he finish..

He should have try on finsh the first piece of wall from top to ground before attempting the other piece of wall so the material don't dry out and leave join

The price is not too bad for the look and the durability. It works out costing less in the long run

How do you refresh it when it start to fade or get dirty over time?

Hardly ever fades but if it gets dirty it can be easily washed off using regular garden hose or if the colour slightly fades after 15 or 20 years it can he retouched with the matching liquid based paint

First determine the size of the wall. Check with a builder how many blocks and other building materials would be needed to complete the wall. Find out the labour cost your builder will charge as they all do not charge the same rate. Once that is done you can determine the overall cost.
