The fish you thought was a “scad” is actually called ‘aholehole and its a hawaiian flagtail. Scad is called halalu/akule here and you really only catch them while whipping

They are the official state fish, but that carries no specific restrictions/protections.

For anyone ranting in the comments you can legally d catch and keep the humuhumu and there is no daily limit on them either. They are the state fish, but that does not put any restrictions on them.
