When a murder or a rape or an heinous crime occurs, because the victim do not want to pursue justice against the perpetrators does not mean that the state has to oblige, because state is obligated to protect its citizens from rapist, murders and people that commit heinous crimes. The state must persecute in court the perpetrators and if found guilty, the perpetrators must be lock up in jail for a period to protect the citizens. A murderers or rapist must be allowed to run around the streets of a country, freely, without first facing the court. If a jury of their peers finds them innocent, then the citizens will have no problem accepting the verdict. But no trial when you commit a rape or a murder or an heinous crime. That only happens in a failed state and Guyana in a lot of ways is a failed state and that is why a politician never gets jail in Guyana.
