You seem to be very knowable about carts . do you think that when replacing wheels on a cart would using a small wheel than was original equipment make the cart less stable?

Yes, absolutely. Most modern American carts that are 95 or 65 gallons are meant to have 10 inch wheels, with some carts having room for 12 inch wheels. Carts smaller than that often use 8 inch. Even putting 10s in a 12 spot will make the cart less stable. This is also true for any smaller wheels, and the carts will likely be harder to roll. In addition, you want the wheel axle to fit snugly in the underside of the cart without too much wiggle room
