It looks like Italian Policemen, if this video is representative, make rather exaggerated gestures in order to make their directions very very clear.

Go to NYC and you'll see traffic officers at every intersection during rush hour

@@UrbanTales106 non era l'ora di punta, c'erano 2 manifestazioni contemporaneamente in due direttrici di marcia diverse. E si capisce anche dal video 🤦♂️ a NYC nelle stesse condizioni ci sarebbero stati 40 agenti, a Roma ne basta uno
