Bro I can't connect using mobile hotspot using this adapter ist not even showing my phone name on windows 10?

Does this use USB2 or USB3? I am planning on getting this for my Optiplex since the Powerline Adapter I tried to use did not work.

Yes its working... You need only one USB connector, plug it and the device is working.

Would it be okay if I’m in a room right below it and could I game well with the signal strength it provides?

I doubt it. For gaming, it's best to use a LAN cable.
