Question about the repeating movement of this kata. Are you performing a rising block and down block same time or are they cuts?

Application is obviously open to intepretation, but the way I primarily teach the movements is against a bo. The crossed arms redirect a bo thrust to one side, where the hand opposite the blocking arm then hooks the bo downward. This is followed by a step toward the attacker, during which the bo is essentially "handed off" to the arm you see in the high position of the repeating movements you asked about. Once the nearest end of the bo is lifted out of the way using that arm, there is a clear path to your opponent. The second motion is then a cut to the opponent's lead leg, knee tendons, ankle or even torso depending on intent and distance. (At least that's how I teach it!)
