My rome tier list based on my experience on legendary with very hard battle difficulty. Naval units and mercenaries are not included. This tier list is only for campaign and should not be used for multiplayer.
W = Win (S tier)
L = Loose (F tier)

Research through the Management tree and eventually you will unlock them.

@@TheRealNikTrajkovic Do we need to complete campaign in order to unlock Swordman general for multiplayer land battles? I have seen some player have veterans legionnaires at 680 cost at multiplayer land battles and It appears on my side 850 cost ? I thought there's a DLC to unlock Swordman general

To my knowledge, multiplayer can have custom rules and won’t show all units. When it comes to a custom battle, you won’t have all units or factions since you need to buy dlc for them and some units are for campaign only. Mods can change what you can use.

People glitch in the 680 veteran legionaries from other DLC Rome factions. It makes the game unfair. In some lobby’s it it’s considered cheating.
