Depends on the profession , new immigrants should start from smaller cities like Winniepg, Regina ,Saskatoon or Edmonton unfortunately Calgary is also getting expensive to start with.

I have lived both in Toronto and Montreal and there is not much difference in traffic. Montreal is getting very crowded now, If you want to move where there is no or less traffic then move to eastern provinces like Newfoundland, Nova scotia on New Brunswick or Prairie Province Saskatchewan. For cost of living Saskatchewan and New Brunswick are better. He is right about auto insurance being cheap in Quebec But for moving to Quebec, you must know that either you know French or at least willing to learn French otherwise you are going to hate it. I am telling this all as i have lived in almost every big city Ontario, lived in Calgary, 2 cities in Saskatchewan and Montreal. For peaceful life and cost of living Saskatchewan is the best but be prepared for harsh winters. New comers unless they have corruption money, they can not afford Toronto or near Toronto. For IT opportunities, Montreal is the best at the moment.

It's my personal experience, go to Nebrunswick or Novascotia. Honestly soon you will buy your own house as well start your own businesses. House prices in Moncton NB is about 300000 in Sydney NS house price is 250000. Dont ever go to Quebec Montreal otherwise you will be lost. For trucking or Uber NB is the best.
