If they cause enough problems companies and politicial/financial elites will force their governments to step in. Costing more money and they would have to weigh the pros and cons geopolitically. Greater battles have been won by forces who were less equipped and Iran could supply SA with weapons. They won't... like you said because of money and the destabilizing externalities.
