The genre was at peak of the hype, and the technology got pretty good in the mid-late 90s. I mean SF2 and the first Marvel game are just 4 year apart... We don't see that kind of jump anymore. So all that pushed the makers to put effort in the games and be more creative to stand out. Nowadays there are not much effort and creativity.
