I think they are pure of heart because they regret what they did, it's not a thing they are proud of. Regina said that she made terrible things, but she doesn't regret it, because that's how she got her son.

The Evil Queen, in a previous scene of that episode, made Regina's powers glitch, so she couldn't control her magic when she was fighting The Count.
