The only thing it is dangerous as hell! Relay contacts will eventually weld together, then either power supply will blow up or the wires will burn the place down. If the PS has overcurrent protection, than this scheme is useless and does not have any sense. Try to analyze schemes before loving them.

How to protect 220V AC circuit from 600V AC peak voltage without power cut? Old circuit with transformer works on this network but new SMPS can't. How to protect them?

You wouldn't use that circuit with mains power applications, it's just a cool little circuit for protecting small projects.👍

No it won't. Relay costs more than simple MOSFET and short circuit protection has a high risk of burning down the place, so it potentially can lead to higher expenses.
