I agree Veldora should be stronger than Rudra, Idk if he can pass Michael tho. Diablo's placement is fine. In the current volume 21, in my opinion it's clear that Diablo is NOT the strongest in RImuru's subordinates, it is Zegion. Zegion should be higher than Diablo
