Good tracers know how to outplay hook, hog is also an ult battery for her and her near constant damage will reduce hogs self heal very often

I agree. A good high rank tracer will beat an equal rank hog. Even if the hog does well against the tracer he will have to put a lot of effort into it, you only have one tank so that's a lot of resources.
