Well incase u dont Jinbei's choices were life or leave and her ability didnt work since its dependent on that person being scared of her as you can see Jinbei is not so he was not punished. Even her own kids are scared of her that was also shown while this was happening.

I think Enel is missing. The guy had multiple flexes. From seeing his priests by nearly shock them to death if they were too slow, to restarting his own heart, to destroying a whole island.

Always found it strange that he was so depressed about not having someone he could have a good fight against, when there are still multiple powerhouses out there. Aside from the other three Yonko, there are also guys like Garp, Sengoku or Mihawk who would probably put up a good fight against him.
