It will take a while but it's either using the purple stone thing on your item or grinding the heck out of a dungeon till you get the item with the fate bounds you want

@@justaregularanimewatcher4122 you can get it on the Skeleton King boss (halcyon cemetery) when you kill it, there is just a very slight chance it will drop

Soul caliber doesn't seem to work that well in clearing maps
