Moves like the tomahawk require your opponent to leave an opening for it to work, but the question mark kick is designed to create the opening for itself. Your opponent's own reaction to the initial move is what leaves them vulnerable to the actual strike. Brutal and so very effective.

It’s rarely worth the effort, unless you catch someone clean on the chin with their hands down it doesn’t do anything. Not nearly enough power to hurt someone through a high guard. I prefer the roundhouse kick.
I can not even begin to express the level of admiration I have for the fighters who have the clarity of thinking and professionalism to see that they've won the fight and refuse to do any more damage to their helpless opponents. He's talking about when it came into mixed martial arts not martial arts
As someone who has been practicing Taekwondo since the 80's, I can tell you that what is called the "Question Mark Kick" and the "Brazilian Kick" in this video are techniques that have been in the style for hundreds of years. Taekwondo has dozens of multi strike and fake into strike kicks. The "Sickle Kick" is called the twist kick (in English) and is another common technique, used to slip around front kick blocking. The Axe Kick (and related crescent kick) are both a standard part of Taekwondo. The "Tornado Kick" is one of over a dozen different jumping kicks in Taekwondo. Many other martial arts and MMA borrow its kicks, though rarely acknowledge doing so.
