@@emmanuelarthur5522 azula is a better written character and gets developed more, but i was never bothered by ozai just being there as this evil Force for aang to beat. I don't think every villian needs a tragic backstory or explanation as for why they do the things they do. Ozai was just an evil prick who had grown up believing that the fire nation was the greatest nation and that they had to conquer everything; he never knew any different. Zuko would have turned out the same if it weren't for iroh and azula did pretty much turn out the same.

MR. BURNS is not exactly a villain, he is bipolar since he has many times demonstrated to have a strong sense of justice and good. Remember when he hired Tom Jones for Marge and Homer despite he was in love with her or when he gave Bart that expensive relic in return for his blood donation. Bob is more of a villain in that regard.

I said the same thing! Ozai was a villain and stopping him was the driving force behind the story, sure. But Azula was way more interesting and compellling as a character, and was just as bad as Ozai was. I thought she was pretty scary actually. Also, I agree that Zahir was a pretty good villain too; better than Ozai as well.

I agree. Tord was a great villain, but I do not know if.. it's a cartoon. It is but it's on KZread, not on the TV. But he's really cool. Bill Cipher is my favourite character from all movies and shows. He's legendary and I haven't met any fan of the show who thinks that he's a bad villain. Bill is the best character ever in my opinion, I like him better then my OC.

It make sense why skellitor is scary he was actually base from a dead body that was thought to be a dummy and was saw by the creator. Toys that made us that up

I can't believe the MONARCH made the list! THANK YOU! In my opinion, the Venture Brothers has some of the best writing and well thought out universe aired on TV for many years! I swear that show could have a good 6 or 8 spin-offs. It's sad the show didn't have more success and I'm amazed you guys even mentioned him! I'm overdue for another Ventures marathon!

This list has so much bullshit that I don't know where to begin with. First of all, Joker should be number 1, also Mr. Burns is more an evil character that a villain, he isn't always the antagonist, also, again, I see a lack of villains in these list. Again Venger from D&D, Mumm-Ra from Thundercats, Slade from Teen Titans, the Mitfits from Jem and the holograms and those are only in the top of my head.
