@@Foebane72 The producers and Garret didn't get along too well, that's why they literally killed the original Harry Kim and replaced him with a copy. I think they actually only kept him on because Harry Kim was actually well liked by fans. So he was also condemned to Ensign for seven years.

The Ferengi kid who was pouring Harry's drink before he left DS9 was his superior officer when he got back.

thing is Tom was already a LT he was demoted and tossed in the brig for 30 days as punishment so this "Promotion" was the end of his "Prison sentence" - nothing more than that. Harry getting a Promotion is a REAL Promotion and has to be Earned - also maybe Janeway could not give Harry one due to limitations on the ship roles Example: only 2 Lt Jg(Tom, Torres) 1 Lt (maybe the Doctor), 1 Lt. Cdr (Tuvok), 1 CDR (Chakotay) - per Intrepid class Granted the Doctor (if he had a rank) could have been the ENS, Torres as Chief Eng should have become a full Lt. and Harry then should become a LT Jg.

@@CHASEMARC Any commander that cannot or does not make allowance for, training and preparation for promotion of any officer under their command in a timely manner has failed in their duty.; Harry should have been Lieutenant after three years. Without intending to, the writers make Janeway look like a commanding officer who was both negligent and careless of the welfare of her crew and their careers. I can imagine that up on his return, Harry was promoted immediately to Lt Commander. Note also that in "Nightingale", Harry seemed ill prepared and inexperienced in command..that AGAIN can be sheeted home to Capt Janeways disinterest and negligence in crew management and training. To my mind Janeway was a failure, closed minded, pigheaded and derelict in her duty.

When I was in the army my first promotion everybody acted like I really messed something up. Top called me up front and center. I racked my brain wondering what did I do. Then top read, private Spann promoted as followed. I messed up the salute and handshake. The fellas laughed and said everybody mess up the first promotion.

I've been busting my butt for the last year here and you guys are riding me over 20 damn seconds! Screw that!" *storms back off the bridge into the turbo lift as an awkward silence descends* Janeway: "damn it Chakotay. You and your bright ideas!"

If he was back in the Alpha quadrant he would of probably been a lieutenant commander after 7 years with not being too far off of first officer position. He really excelled in his position and thoroughly got screwed over.

@@loboling9188 You know the most annoying part about Star Trek? Kim doesn't get promoted in seven years. But Riker, takes just a tiny bit longer to get to Commander. I'm not kidding. Riker's only 29 when he's made XO of Enterprise. That's the same age, roughly that Kim is at the end of Voyager. Edit: Not only that, he's already being offered his own commands at that time.

the issue is someones gotta be an ensign, he was probably the most over qualified ensign in starfleet.

This line at the end from Kim is proof to me they purposely didn't want to promote him. they didn't just forgot it.

"Someone has to be the ensign" I believe that was the "go to line" to explalin why Kim was never promoted. It makes sense. If you just keep promoting everyone, on a ship that wont' be getting fresh recruits, everyone would eventually be the same rank. So some people have to remain said rank in order to keep the chain of command from getting all messed up.

@@Troop3r666 rank is distinct from chain of command. Everyone on Kirk's command crew was at least a full Commander (with his Science Officer/XO and Chief Engineer being Captains!) by Star Trek IV. Even though Spock and Scotty both held the rank of Captain, there was no questioning that Kirk was in charge, even after he was demoted from Rear Admiral. There was absolutely no reason Harry couldn't be a Lieutenant.

If Troi can become a full bird Commander then surely there's a justifiable reason for Harry to get an upgrade to LT JG, even if it's just on time in grade. Make Paris a full LT and you keep the rank structure. @@harryc1971

But that’s because he is Captain on the bridge during Voyager’s night shift - that’s just an arranged substitution of command, but as with all such instances of an officer below Captain rank being the Captain on a Starfleet ship, traditionally the commanding officer is still addressed as Captain (I’m sure you already knew ;) Kim also captained his own ship in the episode “Nightingale” - though that also turned out to be a crapshoot.

They just re-promoted him because they wanted to go back to using his old title card name of Lt. Paris.

I liked Tom as a character but come on, kicked out of Starfleet, joined the Maquis, betrayed them, given a battlefield promotion back to Starfleet, lost said promotion (albeit for noble reasons), and got it back after a year. @@Phoenix-zu6on I think you are forgetting just how many times, Harry Kim fluffed up, he was actually very immature at times. Tom is not only the pilot-helms man, he is also the ships medic. Tom infiltrated the Kazon to uncover the spy, Tom saves the whole crew and ship a couple of times single handed, on his own no support from the crew. Tom is older and more mature, not saying age makes you mature, but Harry acts really young at times, very easily love smitten Harry does end up being a captain, in the second to last episode. I would have liked to see Harry promoted too, however it makes sense that Tom should outrank him, Tom is simply a more capable officer, able to work on his own effectively.

rank doesn't seem to be merit-based. Q showed Picard that he wouldn't be captain if he was more cautious. Harry seems to be a good officer, but rarely a leader. put him with Tom and they'll be doing what Tom wants, doing things Tom's way. Harry is privy to senior officer info & perhaps deserves SOME advancement (Picard even managed to make Lieutenant as a coward) but maybe constantly wanting the promotion keeps Harry working his best. meanwhile Tom doesn't chase rank (higher rank=more like his father), so it won't ruin his job performance & might teach responsibility

"Who?" "Harry Kim, the longest-serving ensign in Starfleet history." Then it cuts to a montage of Harry with his time on Voyager, then shots of post after post after post after voyager returns, never promoted, always an ensign. "Some say it was a joke they pulled on him, others are not so sure."

In my head canon he said that as an intended outtake, but the right person behind the camera (so to speak) got a chuckle out of it so it was left in, especially since he was off screen when he said it

Imagine seeing your friend get demoted and promoted in the span of less than two years before you're even considered for a promotion.

It was pretty hilarious how Tom, a lt jr grade is the 4th most senior officer on the bridge.

Poor Harry. The crook got promoted over him. 😂😂😂

That feeling when the entire Bridge crew gangs up on you for no apparent reason...

They could have made Harry a LT(jg) as there is not much difference between an 01 and 02. And he has certainly earned it by this point in the storyline. It's not like the ship has to worry about crew payroll.

In the same amount of time on DS9 Nog goes from non federation citizen to starfleet cadet to enisgn to LtJG in the last episode, Harry Kim near the top of his academy class stays an Ensign, even though it wouldn't have mattered much to his everyday duties he should have been a full LT by the end of the series for what he contributed.

They showed an episode out of order that season. Paris was a Lt., busted to Ensign and reinstated as Lt. But one episode where he was supposed to be an Ensign, he still had Lt. Pips.

Kim....... the whipping post of every quadrant of this galaxy and the closest several others. He never got promoted.

Ensing Harry Kim, the most shafted starfleet officer in ... like ... ever. The young man is clearly officer material and could/should have been captain.

There are other candidates, though... - Data. He saves the Federation from the Borg and the Romulans (in "Redemption") and he's still a LCDR. While Troi takes a dozen tries to kill a hologram of Geordi, and she gets a promotion. - Travis Mayweather. He's the most competent person on the NX-01, and the one with the most experience in space. And never rises above ensign. - Bradward Boimler. He gets accidentally duplicated, and gets busted to ensign as a result. Made less awful by being promoted back to JG a year later. - That poor sap in "I Have No Bones..." literally has a promotion yanked from him at the last second. At least Harry wasn't tormented that way.

@@oddish4352 The idea is that Data lacked ambition because of his programming, thus did not have any pursuit. Soong purposely put that in to avoid the thirst of power that comes with superior abilities.

The reason Janeway never promoted Harry because to her, he is still the young wet-behind-the-ears Ensign he was when they first met. Promoting him would be acknowledging the passing of time and her feelings that she failed the crew by stranding them in the Delta Quadrant. No matter what he does he CAN'T be peomoted because of what he representa to hear.

I love a promotion. CO: You’re out of uniform! Officer: Sir? XO: Yes, he is. CO: (smiles) Congratulations [new rank].

The look! “Shut up, Wesley…er…Harry!” 😂

If anything this really sticks it to Harry Kim. In first episode of the series Tom gets a field commission 2 lieutenant when Harry is like, I put all that time into Starfleet Academy to see some guy get basically drafted and put above me in rank. Eventually Tom got demoted to Ensign and then a year later got Promoted back to Lieutenant.

Paris completed the academy, and was posted to the USS Exeter. He made Lt. Jr. Grade before being dishonourably discharged. Janeway gave him a field commission at his previous rank.

Star Fleet seems to have an aversion of saying "Lieutenant Junior Grade"

It really was criminal what the writers did to Harry. Think about what happens after they get home. Within a few days starfleet starts debriefing the crew. They would seriously ask Janeway why is Kim was still an ensign. I know the writers didn’t care but in universe it really makes his character seem not that great of an officer.

Harry Kim: "I didn't notice a little box on my chair!" Janeway: "Spoiler alert, you never will. Shut up, perpetual ensign."

Funny how the entire segment was more about Harry than Tom lol

Ah when "policy" clashes with writing, and logic. Rick Berman said "there must always be an Ensign on the bridge" and so this was why Harry was never promoted. Of course, all they had to do was make him the Lt and leave Paris as an Ensign.

Paris has been given a rank demoted and re promoted yet Kim still an ensign

When they got back to earth, Kim deserved the role of Captain. Or tell starfleet to shove every ship where it doesn't shine.

When speaking, you would usually address him as "Lieutenant." When writing, you use the correct rank. For example, I retired as a Lieutenant Colonel from the Army. While on active duty, when addressed, I'd be called "Colonel," but in correspondence it would be "Lieutenant Colonel." (Over the phone as well to erase any confusion since you couldn't see my rank).

KIM: I didn't notice a little box on my chair. JANEWAY: That's cuz you're still not getting promoted, Ensign. KIM: Oh come on! I've been an ensign for the last 6 years! I haven't shagged any alien chicks like I did last year and caught any disease this time! CHAKOTAY: Carry on like that Harry and you'll be outranked by a hypospray. KIM: Screw you, Commander! Reminds me of the story I heard about a Colonel threatening to demote a 2nd Lieutenant. Colonel: I’ll make him a 3rd Lieutenant! Other officer: Colonel, there is no 3rd Lieutenant… Colonel interrupting: Don’t tall me what I can’t do!

Cool how all these comments are about Kim's non-promotion. Voyager writers were straight up evil to Harry!

I have never a quite understood how they could not give Harry Kim a promotion. The entire goddamn crew is full of lieutenants. Either junior grade or not. I don't see why there can't be two of the same ranks on the bridge. TNG did it Data and Geordi werae. Both Lt Commander.

an alarming amount of people don't know or realize that harry wasn't promoted because of any justifiable in-universe reason but because racism towards the actor garret wang irl. if you think I'm making this up, garret has talked about this extensively and you can look it up.

Remember They needed some Ensign's and Since they had no option for Replacements being so far from Federation Space. They couldn't Promote Everyone or they would eventually have No Ensign's and Everyone would be a Captain.

There would have been more than enough ordinary crewmen and NCOs on board who would be eligible for a promotion. But hwere would you put them?

Gotta feel sorry for Harry. it's what, normally 2 years to get promoted to LTJG? (Correct me if I am wrong navy dudes). And he's stuck at O-1 7 years later.

Pretty much guaranteed you'll make JG by year 2 unless you really really suck hardcore, and the Captain especially on detached duty would have the authority to grant the promotion without anyone questioning the decision

An Ensign will make Lieutenant Junior Grade after two years unless they messed up big time or they’re a screw up. That’s how the Navy is, but Starfleet could be different.

And poor Harry is like WTF!

Actually he made Captain. Although it was an alternate timelin. The alternate timeline from the Star Trek: Voyager finale is dated 2404, three years after the events of Star Trek: Picard season 3. In that timeline, Harry Kim had attained the rank of Captain, and commanded the USS Rhode Island on a four-year mission. This four-year mission would be taking place within the timeline of Star Trek: Legacy which would presumably begin in 2402, with Captain Seven of Nine (Jeri Ryan) in command of the USS Enterperise-G. Although Admiral Janeway changed history to bring back the USS Voyager back to the Alpha Quadrant much earlier, there's no reason that Kim's career progression wouldn't remain intact.

Poor Harry. Ex Maquis convict got promoted in the pilot. Still an ensign in Endgame. Naomi Wildman was his superior officer. Was it an in joke ?
