Todoroki beats all of these easily, no competition. Sameoka is said to be the toughest out of his group (Fujin and Raijin) but Todoroki still wins hands down. Todoroki will beat Sachio, He will lose to Rao, Binzo is a draw. I can’t call who would win that. But are equal level to me. Todoroki has only lost to Murayama (twice). (And maybe Ice which was unshown, in the TV series Mighty Warriors attack Oya High and Todoroki is beaten up on the floor). (I don’t think anyone other than Ice can beat him out of Mighty Warriors, maybe Ryu). Cobra, Smoky, and Murayama can beat Todoroki but he beats Rocky and Hyuga. Todoroki is one of the strongest in High and Low - even stronger than Fujio and should lead Oya High not he hasn’t got the charisma Fujio does.
