He doesn't like it when someone takes out a camera and starts shooting or runs at him with it. Everyone else trying to get a picture should just approach him in a friendly manner and tell him he's great and ask for a picture. It's not that difficult. 1. Try flashing infront of ur eyes while driving then you could feel his aggression. 2. He is caring enough to tell the photographer twice to watch out and be careful. 3. In the first clip, tobey asked nicely first to move away there were cars there but nobody listened. People should respect their boundaries, they are also normal human beings and want to spend their days like a normal people. But because of these paparazzi’s continuous interference everywhere, they get irritated and react. Then their behaviours gets highlighted as they are rude, aggressive.

To be fair some of them were trying to play hero and get people away from his car verbally because that level of crowding especially in front of the car is highly dangerous and he knew it and yelling for them to move away

I've never met any big celebrities so far, and certainly not Tobey, but I'm sure that he or anyone else would have a more positive reaction if you simply go up and ask them nicely if they mind you taking a picture, and if you're low key about it and don't draw a crowd. These paparazzi pricks literally follow celebs around, taking hundreds of pics without any consent.

Now we really don’t know what Tobey’s life is really like, but from what I’ve seen, he’s obviously a nice guy and this reaction was understandable.

Having been the OG spiderman (for me at least), I can only try to imagine how long he's been dealing with this. There is no honor in doing this; everyone who does this needs to be ashamed of themselves. I don't fault Tobey at all for how he reacts, I would be the same way.
