Fort Baxter is too far away for that slow convoy... It will make the mission too easy. Besides, the road to Fort Baxter is too sloppy, the AI vehicles may crash each other while going down..

I can't believe why I never went through all this in GTA Vice City in my childhood and teenhood when I played it on PC, laptop, PS2 and iPad mini. Never knew this all existed. As I always attacked the soldiers early and they yell "Defensive Positions!!!" then I try carefully to survive as they're the army armed with M4 assault rifles and it's easy to get killed by them in few seconds and then steal the tank once they're all finished.

Same here. Also I didn't know the army will not runover the convoy on Tommy or any vehicle but stop and a soldier will come and tell Tommy to get out of the way or else and will also drive the civilian vehicle out of the way and return to the convoy and also didn't knew that they will tell Tommy to move away from the tank. I always thought they will attack Tommy even if he is unarmed and gets close to them (but I'm surprised they don't attack him but warn him to clear off) as I was scared of them because they looked dangerous due to being armed with large assault rifles and being heavily tough trained since they attack Tommy in their Fort Baxter army base unless he is dressed as a cop.

When this game was created, the army have been programmed to be aggressive to Tommy and to attack him whenever he gets close to them.
