Titanic II as a concept at least, shows that companies could still make functional designs that also look more appealing, but since it's not a glorified apartment complex you can't cram as many people on board, which means fewer passengers, which leads to higher ticket prices to make up for that.

The other problem with trying to build a functioning replica is that you would have to basically make everything fit the modern Maritime codes which means a lot of the ornate wood work and fittings would have to be made out of some non flammable replacement
