I bought this but the bolts go through the rubber step tread. I noticed your bolts aren't showing on the step. How did you install it this way?

I ended up removing the rubber strips. Then I drilled the holes in the groove, and reinstalled the rubber strips over the screws.
Does it take the bounce out of the trailer when using the stairs?

Yes, there may still be a little bounce, but it makes a huge difference.
