It's called vulcanizing rubber cement. It melts the rubber so it forms a strong bond. Proper way to do it. Go look at tire patch kits and the proper ones will have it.

You need to still put a patch on the inside, air pressure pushes inside out. Especially under extreme heat created by a tire rotating at high speeds .
