Riddle me this why was the "1955" content in a PVC pipe created in the 2000's?

I did not know that they had PVC pipes back in 1955? Also, how can they possibly have the exact capsules from both 1955 and 1991, and not only that but both capsules sealed exactly the same? Very odd!

Those papers should have been ruined by condensation. I buried a few sormwater pipes with silver coins and after 2 years they were white from condensation and the inside walls of the pipe were sweating.
