in many countries, it is "normal" to throw out your dishwater from a small tub, cooking water from a pan, grease, etc. out your window or over a balcony - even if you live on a higher floor. There is even a customary yell or warning (which depends on the region or the language) to yell, to warn people below that you are discarding some water or grease or sexual fluids from the night before, etc. Perhaps this person forgot to yell the warning word or the person below did not know the customary warning word that someone was yelling.
