Only my third time ever watching but seeing that “public” vote coming in was telling considering that [at least for our US telecast] they were CHARGING £1 per vote! I’ve never seen that happen in any of our competitions domestically but wow was that weird to see for us. I guess Israel purchased as many votes as they do in our own Congress.

A simple Google check: Non-European countries are still allowed to take part in Eurovision if they become a member of the EBU, the organiser behind the event. This means that countries such as Israel, Azerbaijan, Georgia and Australia are allowed to compete.
