Im a dog trainer, and while dogs can eat too quickly (give them a maze or freeze their food in a certain way to combat this, it isnt good for your dogs' health), theres a major difference between the food being inhaled and the dog eating too fast. A lot of dogs from puppy mills have this problem ingrained in them 😥 Id say that's the most common thing I see for owners that dont know why their dogs eat that way (and that feed them well ofc).

Just get a bowl that has grooves in it. I have done this for my dogs for 4 years and it works really well.

I am able to leave my dogs food bowl full and he will just eat when he wants. My cat though ...I had to get little mouse feeders that limit how much and how fast she can eat. They are great though. She has to knock them around to get the food out. But now she tries to eat the dogs food lol.

Here's an easier way that I'll be honest can take a couple days of work but doesn't require that much work in the long term (This is how I stopped my dogs eating anxiety which I think is the name of it) I put the food on the ground and left my hand in the bowl while he ate so he'd slow down to eat between my fingers eventually eating calmly, did this for a week. Now he takes a bite and looks around to enjoy it before taking another bite

Remove the food, tell them no, and try again until they do get it... Maybe do something like a light spray them off water from a spray bottle in extreme cases if they get annoyed by it, but if they don't then something else that shows them what they did caused a bad reaction... Something that's not abusive that is Edit: I'll also update this in light of multiple responses... Only consider a spray bottle if you know your dog won't react very negatively. Using a leash with a harness to restrict their movement would be useful for dogs that are aggressive to anyone who tries to grab food from them. Otherwise just take the food away and say no before putting it back down again. My original response was a little rushed and at least one of the suggestions was specified by another reply first.

improper upbringing can cause this, most pups and kittens have some level of guarding and its up to the owners to help them and avoid excessive competition by weaning pups onto their own bowl in their own space. but this is really extreme

I live in a house connected to a dog rescue; I'm the live-in, full-time caretaker. I feed and care for a minimum of 10 dogs on a daily basis. (That's an absolute bare minimum; that number is usually a lot higher than 10.) And I have just one thing to say to you about this: Thank you. It's completely chaotic when one dog does it; imagine a dozen dogs doing that whenever any kind of food is placed in front of them. I'm definitely going to implement this routine into feeding time, especially with my long-term and unadoptable dogs. So simple, and yet so brilliant! I'll let you know how it goes. Thanks again!
