Actually, they may be giving Joe a bump now and then to perk him up. The FBI can find and arrest every elderly person who got invited into the Capital Building by the Capital Police but they have no clue who keeps leaving the baggies of coke around the White House or who dropped off UHaul trucks of ballots in Michigan, Pennsylvania and Wisconsin at 3am.
