It does seem like A2K cut a lot of corners in its second half. But I also suspect that the laws with dealing with minors are stricter in the US that it was in Japan, so they probably didn't do the dorm thing and instead, if I had to guess, probably had their guardians living with them the whole time. Especially since they had two thirteen year olds.
