I think the reason he opted for Rod over Bow is not because he valued spark over shiv but redemption. That was my immediate thought when he saved the tear as its pretty core for this frontline to hold out. And the difference between spark and shiv isnt too big considering how hard tears and bows can be contested. Another addition is he has a three item lux at that moment already so looking for three tank items balances him out better and if he got bows later he could always make shiv over spark or redbuff if he does make spark
