Yo Hw, the ult is called ''cheating combo'' because bullet steps on the enemys foot (illegal move) then headbutts the enemy (illegal move too) and then he gets to just barrage the enemy for free (I don't know if thats somehow illegal but maybe hes still stepping on the enemys foot so they can't get away)

yes it is, bc if u do an illegal move then do any move it will be considered illegal too.
