It’s a fungal infection. Pitted keratolysis. Very easy to spread to anyone- it doesn’t discriminate. Pitted keratolysis is treatable with over-the-counter anti-fungal cream. For people with compromised immune systems, people with autoimmune diseases/disorders and people with unmanaged diabetes will be more at risk and can have a hard time treating it effectively.

We dont know what this person's life is like, so any cause isn't something we should waste time casting blame. I just want to know how a foot can reach this condition. If it's because of poor personal hygiene, then so be it.

It looks like they have hyperkeratosis, not easy to keep on top off, particularly if you have mobility issues or are older.

I think this person has a condition called EPPK. It's genetic and causes and excess of skin to grow like that.
