Many consider China as Communist, but it is more like "Single Party Capitalism" . China observed the USSR and realized how extreme Communist society could end up looking like. Similarly, they observed the USA and realized how extreme Capitalist society could end up looking like. They basically took the good aspects from both capitalism and communism, took inspiration from Singapore, made some adjustments as per their conditions, and created their own unique system. And the result is right in front of us.

The difference between India & China is China don't have government that keeps on changing every 5 year like Musical Chair because of which foreign Investments keeps on coming as there is less fear of haphazard policy changes & youths(or citizen as a whole) can focus fully on their life rather than political tensions. There is the same system for the building maintenance as you indicated in China, which depends on where you live, and usually for the older building if there’s no property management staff there some older people would do the cleaning voluntarily, or maybe not, but each household will do their own interior renovation for sure. For the newer building and residential area, there’s the property management and the staff will help clean the lobby and take care of the greenery as you mentioned in the video.
