The Secret Service depends in part on local police to do their job. Not all local police departments have uniform training as they do in say Germany (Federal Police there). Trump likes rural areas to put on rally's at because they are cheap, his base is more in rural areas, and they are easy in and easy out venues. So that rural mixture is what lead to this lapse in Security.

In the case of the Secret Service, it was initially started to investigate and combat counterfeiting of US currency. All during that time it collected and distributed secret intel. It later was in charge of protection of the top US leaders and candidates. The first thing I saw was a rallygoer saying he saw the guy climbing the ladder and went to the nearest police officer and told him. Didn’t have more in video.

This guy was probably paid to do this and it almost sounds like the Secret Service was told to ignore it, you can bet your last dollar that this will be covered up. I love how some of the news agencies are already putting the building further away from the stage, it was first reported that the building was 130 yd away from the stage and now they're saying it's 200 yards away.
