They're like that as there is a government bus agency that operates nice looking standard buses while other buses in other forms and liveries are private buses which have an operator and a conductor.

Thank you for an exceptionally interesting video! It is striking that most of the buses are rather small - we say only one bendibus; the rest were rigid vehicles at most 40 feet/12 meters long. There is one striking similarity with some British cities (but not London). There appear to be too many buses, and a lot of them carrying poor loadings! (Unlike modern Britain, at least some of the buses appear to have conductors.)
